I think you'd have to be mentally blind not to recognize your child is on some other spectrum. To me the blame is threefold in these instances; parents, law enforcement, and the NRA. I agree, everything starts at home. Parents aren't paying attention and if they are, they're not fully supported by healthcare. Law enforcement is restricted by their own inept laws and policies in terms of what the law allows them to do. The NRA funds the government, so there's that.
